two reasons: vagueness and conflict.
vagueness - more and more in publications, instead of making hard fast rules, wtbs use vague possibilities.
so instead of being clear, they oft use phrases as "it may be best to..." or "we suggest..." this is bad because the brothers are used to having clear guidelines (which is also not good, but it's the cult-like training).
Two reasons: Vagueness and Conflict
Vagueness - More and more in publications, instead of making hard fast rules, WTBS use vague possibilities. So instead of being clear, they oft use phrases as "It may be best to..." or "We suggest..." This is bad because the brothers are used to having clear guidelines (which is also not good, but it's the cult-like training). So those brothers will turn those statements into rules to abide by. Later, whatever negatives result, the society is free from liability, as "it was simply a suggestion". But if they don't follow the suggestions, they get reprimanded (whether it works out or not). So the elders are literally grabbed by the chalupas. Thus headquarters are always protected from fault and thus will always push the blame to the locals.
Conflict - Anyone who read Barb Andersons story knows this one well. The WT is under supervision of the Writing Committee. The Circuit Overseer is under the direction of the Service Committee. The committees don't always see eye to eye. In fact, they're in competition at times. Therefore, elders will get two sets of directions on the same issue at times. It forces elders to either wait weeks for a possible solution, or force them to make a position on urgent matters (the ones they need the most help with). And once again, any negatives will always come back to them and never the society.
All the while, the friends suffer....
To make matter worse, it reinforces in the minds of those at headquarters why they should be in control and what happens when the friends "take matters into their own hands". Sadly, you have the local elders who agree. So the cult mentality grows even stronger by both parties. In turn, the congregation is worse.
Then you have the good elders, who are the most powerless. They must either go along, or make a stand. And making a stand, yea, well, ask the elders here.... But others good elders try so hard but once again, because of "mother" being vague or conflicting decisions, they don't stand a chance.
All the while, the elder along with the friends, suffer....
My experience shows most elders suck, but the a great few who are genuine and good are repeatedly told by the Society, "Get the lube ready!"
We have an elder in our congregation who had a lengthy Bethel career. His micromanagement of everything under his dominion is astonishing. I always used to wonder where he got it from.
Now I no longer need to wonder. Can you imagine living 20+ years in an institution where virtually every possible contingency is spelled out in a user manual like this one?
The brothers look up to these types because of their "bethel training". That's why when I left after several years, I was given so much responsibility quickly (within 6 months of my departure from bethel) because they wanted me to show everyone how bethel wanted things ran. Additionally, bethel wanted me to show how things should be ran on the outside.
That is why bethelites are being reassigned as assembly hall caretakers and others positions, to get and keep everything under the bethel standard.

They keep records on you that they do not admit to having in their possesion, here in the U.K we can demand copies of their records under the Data Protection Act, a number of DF'd ones have done so, never has the DF form that you show above been disclosed, even though the Law demands it.
Once they have disclosed what they hold you can ask them to destroy such records, no check is done to see that they have complied.
JWFacts story demonstrated this is true. If the publisher doesn't know what to look for, they won't know what to ask for. I couldn't even get a copy of my introduction letter when switching congregations (before I was an elder). But know this, EVERYTHING has to be documented. Even switching departments in Bethel. Even changing rooms in Bethel. They have a record of it, even after one leaves. That's why they hound elders for keeping records up to date for the congregations. Without elders, overseers, coordinators records, they have nothing.
There are SO MANY forms the average publisher, even elder, have no clue about. There is a Personnel application I need to find. This is the pinnacle of all Apps....

It demonstrates how in order to "progress" in the truth, you HAVE to be a man pleaser. Every assignment is based upon what men think of you and in a spiritual paradise, that shouldn't be the case...
